Where We Are Going
At this time, the Terms of Reference is being submitted for consideration by the Ministry of the Environment (MOE). The MOE will assess the Terms of Reference during a 12-week review period, which includes a period for public comments. If the Terms of Reference are approved by the Minister of the Environment, Waterfront Toronto will be able to begin the environmental assessment as early as January 2010 and be completed by the end of 2011. Comments can only be submitted to the MOE during the 30 day period between September 4th and October 5th, 2009.

The environmental assessment terms of reference is the first step in the environmental assessment process. It sets out the framework for the planning and decision making process to be followed during the preparation of the environmental assessment. The terms of reference is essentially a work plan for what is going to be studied during the environmental assessment.
The environmental assessment terms of reference is a process document and is not intended to include EA study results. The work and studies for the environmental assessment are not done at the terms of reference stage.
The EA Terms of Reference includes:
- the EA consultation;
- purpose of the study and/or undertaking;
- description of and rationale for the study/undertaking;
- description of and rationale for alternatives;
- description of the environmental conditions;
- identification of potential effects;and,
- approach for evaluation of alternatives.
After the Terms of Reference
Once the ToR are approved, the full EA study can begin. During the EA study, the public will have many opportunities to participate. Several rounds of public meetings are planned to address specific issues in the EA.
