Terms of Reference
The purpose of this notice is to advise you that we have completed the Environmental Assessment (EA) Terms of Reference (ToR) for the Future of the Gardiner East, EA and Integrated Design Study, and to inform you of the next opportunity for public input.

Study Progress/Status
Waterfront Toronto and the City of Toronto, as co-proponents, are proceeding with an EA and Integrated Urban Design Study to examine the potential reconfiguration of the Gardiner Expressway and Lake Shore Boulevard, from approximately Lower Jarvis Street to just east of the Don Valley Parkway (DVP) at Logan Avenue. The development of a ToR for the EA has been initiated in accordance with the requirements of the Ontario Environmental Assessment Act.
The EA ToR is the first step in the EA process. It sets out the framework for the planning and decision making process to be followed during the preparation of the EA. The ToR is essentially a work plan for what is going to be studied during the EA.
The EA ToR is a process document and is not intended to include EA study results. The work and studies for the environmental assessment are not done at the ToR stage.
The draft EA ToR includes:
- The EA consultation;
- Purpose of the study and/or undertaking;
- Description of and rationale for the study/undertaking;
- Description of and rationale for alternatives;
- Description of the environmental conditions;
- Identification of potential effects; and,
- Approach for evaluation of alternatives.
The Terms of Reference has been approved. Please stay tuned for more information as we move into the Environmental Assessment.
